I externally mounted a Noctua NF-S12B FLX 120mm, 3 Speed Setting, Beveled Blade Tips Design, SSO Bearing Fan. This fan comes with rubber mounts and I used them.
I added a grill (I had an extra from an old project using a Silverstone 120mm fan).
I did NOT use any of the "slow-down" pigtail connectors, just the one already on the cable. This setup has the fan running at about 525RPM. (update: with fanrpm app, speed shows 975/1300rpm normal/high)
The HDD temperature dropped about 8 degrees F, yet the fan is SO much quieter.
In the attached picture, I first used the fan on the right but it was too slow, so I switched to the one of the left.
